Ryan S. Brown 9647a4c94f Fix silent kinesis_stream error 
In cases where the boto3 call to create a Kinesis stream failed, the
error message was silently ignored because the error message wasn't
returned out of `stream_action`

Also switch `str` calls to `to_native`
