cloudstack: prevent getting the wrong project.

Since we use domain and account data to filter the project, listall is not needed and can return the wrong identical named project of another account if root admin permissions are used.
Fixed projects names are not case insensitive.

Get tests passing

The largest failure in the tests was due to selinux not being installed.
The tests don't require it to be installed, so mock the import.

lookup() plugin is currently broken because _get_file_contents() now
returns a tuple: (contents, show_data).
This patch fix that issue.
