ecs_attribute: new module. (#20618)

ecs_attribute: fixed docs.

ecs_attribute: changed state to 'present' by default.

ecs_attribute: pep8 fix.

ecs_attribute: improved attribute iteration.

ecs_attribute: fixed absent EC2_REGION error message.

ecs_attribute: fixed exception handling on invalid attribute (e.g. 2+2).
