[cloud][ovirt] new module ovirt_snapshots & ovirt_snapshots_facts (#20936)
* cloud: ovirt: add snapshots module * Move imports in ovirt_snapshots module to match style & pass CI * Move ovirt_snapshot_facts imports to comply w/ CI
