Fix UnicodeEncodeError for ansible --version. (#50997)

The error occurs on Python 2.x when running the following commands:

```
mkdir /tmp/Δ.cfg
ANSIBLE_CONFIG=/tmp/Δ.cfg ansible --version | tee
```
