archive - Adding exclusion_patterns option (#2616)

* Adding exclusion_patterns option

* Adding changelog fragment and Python 2.6 compatability

* Minor refactoring for readability

* Removing unneccessary conditional

* Applying initial review suggestions

* Adding missed review suggestion
