Junos facts (#22550)

* Update metadata & docs

* basic facts add

* Start building facts

* Retrofit more junos_facts

* Reimplement facts again

* Hardware

* Hook up config

* Hook up interfaces

* updates junos_facts to use netconf

* updates default facts
* adds config facts
* updates hardware facts
* updates interface facts
