authorized_key: support --diff (#19277)

* Refactoring: split readkeys() into readfile() and parsekeys()

* Refactoring: split writekeys() into writefile() and serialize()

* authorized_key: support --diff

* Refactoring: remove no-longer used readkeys()/writekeys()

* Integration test for authorized_key in check mode
