Update bundled copy of backports.ssl_match_hostname from 3.4.0.2 to 3.7.0.1 (#55461)

* Update bundled copy of backports.ssl_match_hostname from 3.4.0.2 to 3.7.0.1. Fixes #51794

* Address linting issues

* ci_complete
