[WIP] Removed windows dep and unify shippable.sh (#38)

* Removed windows dep and unify shippable.sh

* Removed uneeded -p

* Fix chmod.

* Update tests/utils/shippable/shippable.sh

* Remove docs-build test, which doesn't yet exist for collections.

* Remove package-data.

* Remove unsupported option.
