postgresql_privs: Support FOREIGN DATA WRAPPER and FOREIGN SERVER (#38803)

* Support FOREIGN DATA WRAPPER and FOREIGN SERVER in postgresql_privs module
* Added available from note to fdw and fs object types
* Integration tests, examples in documentation
* Complete integration tests
