Added Ansible UTM Module for managing AAA groups. (#49860)

* Added Ansible UTM Module for managing AAA groups.

* - Fix sanity checks
  - Fixed documentation trailing whitespaces
  - Added missing documentation

* - Fixed minor language/typing/formatting issues.
