{cloud} module_utils/ec2.py: get AWS access and secret keys from boto config (#24783)

* Get AWS access and secret keys from boto config

* matching the elif pattern

* avoid setting credentials as empty strings by checking os.environ.get('cred')

put comments back

* remove None from os.environ.get()
