Vmware resource pool first add (#21116)

* Adding first checkin of resource_pool module
* fixing length issues and indentation multipliers
* mend
* mend
* mend
* remove * import from modules
* Add space on variable assignments
* changing line 321 to less characters
* fixing pep8 issues
* mend
* cleaning up example section
* Add RETURN section
* adding spacing to list
* all spacing consistent now
* move imports as per CI
