pids - refactor module to make version-based behavior consistent (#3315)

* Initial commit

* Adding changelog fragment

* Further refactoring

* Fixing bad copy/paste and adding task for psutil >= 5.7.0 install

* Inverting psutil installation order to reduce duplication

* Optimizing regex compilation
